Subject: Encouraging usage of Debit Cards among Government employees
In the recent years, advancements in banking technology, progress in mobile banking and innovative technologies to facilitate digital payments have enabled a large number of small denomination transactions to be handled smoothly in electronic mode. The Government of India has taken policy decisions encouraging cashless/electronic transactions.
2. In its endeavour on moving towards electronic payments, Central Government Ministries/Departments have been crediting the salary and other payments for the majority of its employees electronically, direct into the designated bank accounts of the employees. Given the progress made in banking technology, it is assumed that each employee would be in possession of a Debit/ATM card linked to his/her bank account. Ensuring and encouraging government employees to maximise the usage of Debit cards for personal related transactions instead of cash would go a long way serving with the employees serving as ‘ambassadors’ for the digital push and also motivate, encourage the general public in taking up the cause.
3. All Ministries/Departments are requested to encourage their employees to make use of Debit Cards for personal related transactions instead of cash Ministries/Departments should liaise with their accredited banks and set up special camps to facilitate obtaining of and ensure that all its employees are in possession of Debit Cards. Ministries/Departments may also issue similar advisories to their attached/subordinate offices, PSI’s, Autonomous Bodies etc.

Aadhaar-based Authentication for Card Present Transactions
A reference is invited to our circular DPSS.CO.PD.No.892/02.14.003/2016-17 dated September 29, 2016 wherein banks were advised to ensure that all new card present acceptance infrastructure deployed with effect from January 1, 2017 are enabled for processing payment transactions using Aadhaar-based biometric authentication also.
2. It has been brought to our notice that the rate of deployment of acceptance infrastructure has slowed down owing to the mismatch between demand and supply of such Aadhaar-enabled devices. Therefore, on a review, it has been decided to extend the time for deployment of Aadhaar-enabled devices till June 30, 2017. However, banks may continue to make necessary arrangements, including changes as host-end, network level and device readiness, as required to ensure adherence to above instructions.
3. Further, it is also clarified that the instructions contained in our circular dated September 29, 2016 are for deployment of new card acceptance infrastructure. As regards enablement of existing card acceptance infrastructure for processing payment transactions using Aadhaar-based biometric authentication, the timeline will be advised in due course.
4. This directive is issued under Section 10(2) read with Section 18 of Payment and Settlement Systems Act 2007 (Act 51 of 2007).

Revision of NPS employees to Old Pension Scheme

Will the Minister of FINANCE be pleased to state :-
(a) whether Central Administrative Tribunal, Ernakulam bench has ordered the Central Government to revert the employees who had joined after 1st January, 2004 under NPS to Old Pension Scheme and has observed that date of vacancy should be the basis for inclusion under NPS or Old Pension Scheme instead of date of joining, if so, details thereof;
(b) whether Government has reverted them to Old Pension Scheme, if so, details thereof, if not, reasons therefor; and
(c) whether Government would issue notification for all Central/State Governments and Autonomous Organizations employees in this regard, as per the above orders, if not reasons therefor?

(a) The Hon’ble Central Administrative Tribunal (CAT) in its judgment has declared that the applicants of Original Application No. 20/2015 are deemed to have been appointed from the date of vacancy arose and they shall be included in the CCS (Pension) Rules, 1972.
(b) No Sir. It has been decided to file a petition before the Hon’ble High Court of Kerala against the orders of Hon’ble CAT in Original Application No. 20/2015.

STATION WISE MASS DHARNA ON 26TH OCTOBER 2016 WAS A GRAND SUCCESS
As per our decision, many State/Local/Regional COCs had organized joint Mass Dharna on 26th October, 2016. According to the photographs received, Dharnas were organized by the COCs of Tamilnadu & Pondicherry, Kerala, West Bengal, Mumbai, AP & Telengana, Delhi and Shillong. Nagpur and Gujarat Branches of NFCAA had organized protest programmes. NFCAA members in ZAO, CBDT, Guwahati and PAO, Farakka Barrage Project, Farakka had also organized protest programmes.Massive lunch hour meetings too were organized at the Dharna spots.
The Co-ordination Committee therefore, congratulates all those members who have implemented the programme and made it successful.
SIT-IN (DHARNA) BY NATIONAL/FEDERAL EXECUTIVES IN FRONT OF
CGA OFFICE ON 16TH NOVEMBER 2016
Since CGA is continuing his indifferent attitude towards the demands, the National Executive members of AIAPAO (Civil), All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Cat-II (in addition to Federal Executive members of NFCAA) shall sit for Dharna on 16th November 2016 in front of CGA office, New Delhi. The apex level COC vide its letters No. COC/CA/2016/Corr-5 dated 17-10-2016 and No. COC/CA/2016/Corr-6 dated 05-11-2016 informed CGA has about the same.
Preparations for the Dharna are progressing in full swing. National/Federal Executive members from different stations have confirmed their arrival to Delhi on 16th November 2016.
The Co-ordination Committee of Delhi is taking serious effort to mobilize maximum members for the programme by visiting offices, holding floor meetings, distributing Hand Bills and pasting posters etc.
We request all National/Federal Executive members of AICAEA, AICAEA Cat-II, AIAPAO (Civil) and NFCAA who have not yet decided about their presence in the programme are to ensure their availability at Delhi on the day scheduled for the Dharna without fail.
Dear Comrades/ Friends, we could be able to achieve our demands only through united and sustained movements. Therefore, let us unite and display our unity once again.
DEPOSIT SIGNATURE CAMPAIGN SHEETS
We have repeatedly requested all Units and Branches to complete the task of signature collection at the earliest. Some of the States and Branches have informed that they have collected signatures of all i.e. right from Sr. AO to MTS. However, there is no report of signature collection from some of the stations. Such stations are once again requested to complete the process of signature of collection before 11th of November 2016 and deposit the Signature sheets to apex COC so that the apex COC could hand over maximum numbers of Signatures to CGA on 16th November after the Central Dharna in front of CGA Office completed.
HOLD PROTEST DEMONSTRATION ON 16TH NOVEMEBER 2016
It has been decided that, while the National level office bearers of all affiliates of Co-Ordination Committee shall stage the Sit-in/ dharna in front of CGA office on 16th November 2016, all members of the affiliates of Co-ordination committee shall hold protest meetings/demonstrations during lunch hour of 16th November 2016 itself and send a resolution through email to the CGA( Email Address: cgasecctt@gmail.com) under intimation to Conveners of apex level Co-ordination Committee ( in the form of cc – aicaeachq@gmail.com and : aiapaoscivilchq@gmail.com)
FORM COCs AT STATE LEVEL
Our united struggle shall not end on 16th November 2016. We shall have to continue our united effort till we achieve our demands. Moreover, the platform of COC is the bridge for mutual understanding among us and it should function both at apex level and local level.
We therefore, once again appeal upon all Branches of all Associations to form the COCs without any more delay.
PLEASE REMEMBER
Officers and employees of various other Central Government Departments could achieve their demands through united struggle. It is the time for us to unite and launch sustained struggle to achieve those demands which have been kept in cold storage by our authorities and they achieved their objectives at our cost.

As per para 2(iii) of DOPT Order No.20/51/2009-CS.II (A)(Vol.II) dated 25th February, 2011 -625 newly created posts of PPS have been allocated against Joint Secretaries and equivalent level officers in different Ministries Departments participating in CSSS on functional jurisdiction
13. Merger of the PAOs/AOs and Sr. AOs with PB3 and GP Rs. 6600 in Level 11 w.e.f. 1-1-2006 immediately and after two year PB 3 with GP Rs. 7600 in Level 12.
14. De-link CCAS from ICAS Cadre for the purpose of promotion.
2. Continuation of recognition status/ facilities to AIAPAO (Civil) till re-verification of membership is completed
3. Grant of recognition to AICAEA CAT II having requisite number paid members for the purpose of recognition.
4. Conduct the AAO (Civil) Examination immediately and issue orders for posting of all candidates qualified AAO (Civil) examination, 2013 and 2014
5. Grant promotions to the Senior Accountants as AAOs who are eligible for promotion under 10% promotion quota.
6. Treat joining to the post of JAO/AAO after passing the examination as fresh appointment on the basis of date of examination/w.e.f date of examination
7. Conduct regular DPC meetings for timely promotion of PAOs/Sr.AOs to the higher posts
8. Grant adhoc promotions to the eligible persons in case vacancies exist after issuing orders for promotion to the persons discussed in Sl. No. (4) and (5) above
9. Settle following pending issues discussed in the formal meeting held with AICAEA on 6th November 2015:-
(i) Adoption of mutually agreed transfer policy for AAOs and implementation of the existing policy transparently without any discrimination.
(ii) Counting of service for grant of benefit of II ACP to Sr. Accountant appointed as Accountant–
(a)From the date passing departmental competitive examination conducted by SSC
(b)From the 1st July of the next year of passing open examination conducted by SSC as per orders of DoPT and MHA.
(iii) Grant of Pay Scale of Rs. 1350-2200 from 01.01.86 to DEOs as has been granted by the Defence Accounts Department as well as in terms of the CAT judgments.
(iv) Removal of injustice to newly recruited Accountant in the matter of granting 1st increment through rectification of the procedure of Departmental Confirmatory test and also imparting training to the candidates.
(v) Grant of two financial up gradation to MTS under ACP scheme who had completed 24 years of service before implementation of MACP Scheme as has been done by the O/o the Pr. Of Audit and Director, Economic and service Ministries, Delhi vide order dated 24.06.2014.
(vi) (a) Grant of Headquarter allowance to Sr.PS/PS/Stenos posted in office of CGA.
(b) Improvements in promotional avenues of secretarial assistance through creation of posts and promotion of eligible persons working in Civil Accounts organization.
(vii) Removal of anomaly in grade pay arisen in PAO, CRPF after amalgamation of the office in Civil Accounts Organization.
(viii) Relaxation for revision of option for fixation of pay in the revised pay structure for persons promoted to the grade of Asstt. Accounts Officer (AAO) after 01.01.2006.
10. Suitable office accommodation with amenities to CHQ of AIAPAO (Civil).
11. Provision of alternative accommodation and amenities to the Central Office of AICAEA.

CADRE REVIEW OF GROUP-B &C OFFICERS AND EMPLOYEES
AND FOLLOWING ISSUES
· CGA HAS NOT IMPLEMENTED THE 7CPC RECOMMENDATIONS FOR - grant of upgraded pay scales to AAOs (GP 5400 after 4 years) and Senior Accountants (at par with Assistants of Central Secretariat i.e.GP 4600).
· CGA HAS NOT TAKEN ANY ACTION TO- extend Gr-A Status and higher pay scales to AO/Sr. AO (PB3 GP Rs. 6600 and GP Rs. 7600 after two year): grant parity to secretarial (Stenographers) cadres with Central secretariat secretarial cadres: upgrade LDCs (as Accounts Assistant GP 2400) and Accountant( GP 4200): merge DEO with Accountant/ Senior Accountant grant pay scale of Drivers in Loksabha Secretariat to Drivers of Civil Accounts: extend the benefit of treatment of joining to the post of JAO/AAO after passing the examination as fresh appointment as has been done by CAG
· CGA HAS NOT HONOURED THE ASSURANCES GIVEN TO THE AICAEA IN THE MEETING OF 6-11- 2015 ON THE ISSUES LIKE- Adoption of mutually agreed transfer policy: Grant of benefit of II ACP to Sr. Accountant from the date passing competitive examination/ 1st July of the next year of passing open examination conducted by SSC: Grant of Headquarter allowance to Sr.PS/PS/Stenos posted in CGA office: Removal of anomaly in grade pay arisen in PAO, CRPF after amalgamation of the office in Civil Accounts Organization: Relaxation for revision of option for fixation of pay in the revised pay structure for persons promoted to the grade of Asstt. · CGA HAS REFUSED TO GRANT financial up gradations to MTS under ACP/MACPS at par with CAG’s organization.
INSTEAD, CGA HAS STALLED OPERATION OF ALL BENEFITS WE HAD ACHIEVED THROUGH OUR 40 YEARS LONG STRUGGLE
· CGA HAS STOPPED conducting all departmental examinations: posting/promotion of AAO (Civil) qualified persons in 2013 and 2014: giving timely promotion to AOs/Sr.AOs to the higher posts and ACP/ MACP benefits to other cadres by conducting DPCs regularly.
· CGA IS SNATCHING AWAY THE RECOGNITIONS OF THE ASSOCIATIONS BY NOT FOLLOWING THE PROVISIONS OF CCS (RSA), RULES, 1993: arbitrarily discontinued the recognition facilities of AIAPAO (Civil) and in order to refuse recognition or derecognize rest of the Associations, conducting membership verifications of Associations of Category II (AAOs) and Category III (all other categories employees) violating the orders of DOPT and Govt. of India.

(i) Graduate Group –‘D’ Officials with three years continuous regular service in the grade on passing the departmental examination for Accountants.
(ii) Matriculate clerks with three years continuous regular service in the grade on passing the Departmental Examination for Accountants.
(iii) Clerks on passing Part-I of the AAO (Civil) examination.

11. Sr.Private Secretary- Grade Pay Rs. 6600/-PB 3
(Post should be re-designated as PPS and allocated to PCCA and CCA)
12. Merger of the PAOs/AOs and Sr. AOs with PB3 and GP Rs. 6600 in Level 11 w.e.f. 1-1-2006 immediately and after two year PB 3 with GP Rs. 7600 in Level 12.
13. Delink CCAS from ICAS Cadre for the purpose of promotion.
